Annual Workshop/Training on Application of Commercial Quality Standards for Fruits And Vegetables In Eastern Africa

23^rd to 27^th April, 2012

The workshop/training shedded light on the consumption trends for fruits and vegetables in Kenya in the last one year (2011/2012); it increased knowledge of fruits and vegetables quality standards; it stressed the importance of strengthening the institutional and technical infrastructure for their implementation and use, and of establishing related systems of conformity assessment; and it gave participants opportunities to strengthen networks of national and international counterparts involved in the development and implementation of commercial agricultural quality standards. Classes involved theory, field visits and hands-on quality training.

Curricula development

Nov 2011 to January 2012

The main objective of the assignment was to review and harmonize the COPE short in-service courses that had been developed during the COPE project phase. The principal approach was through a curriculum development workshop held at the KEPHIS headquarters between 28th November and 19th December 2011, the document was then circularled to national and regional stakeholders, followed by a stakeholder forum on 18th January 2012.

The curriculum workshop had expert input from KEPHIS, KARI, HCDA, the University of Nairobi, private sector, regional phytosanitary regulatory agencies and producer associations. The process was led by a University of Nairobi expert, Dr. James Muthomi who has been involved in the previous course content development and lectures phytosanitary units at the University of Nairobi.

In-country training Burundi: ” Training of Burundi NPPO on phytosanitary inspections and laboratory pest diagnosis”

19^th – 30^th November, 2012, Gitega, Burundi

KEPHIS/COPE and USAID COMPETE partnered to conduct the training on laboratory pest diagnosis and Phytosanitary inspections for Burundi NPPO staff from 19^th-30^th November, 2012 at Gitega, Burundi. A total of Twenty (20) members of staff from the Burundi National Plant Protection Organization (NPPO) were trained and out of these, three (3) participants were trained on laboratory pest diagnosis and seventeen (17) on Phytosanitary inspections and certification. The training was opened on 20^th November 2012 by the Advisor to the Director General of Agriculture in Burundi, Mr. Felix Ntahomvukiye. Other key quests present during the opening of the training were Alice a USAID Burundi representative, Steven Humphreys from USAID-COMPETE Nairobi and Esther Muchiri-EAPIC. The COPE trainers were: Mr. Allan Mweke and Mrs. Elizabeth Langat.

In-country training Rwanda: ”Training of Rwanda NPPO on phytosanitary inspections and compliance”

21^st – 25^th January, 2013 at Kigali, Rwanda

COPE and USAID/COMPETE partnered to conduct the training on Phytosanitary inspections and compliance for Rwanda NPPO (MINAGRI) staff from 21^st – 25^th January, 2013 at Kigali, Rwanda. A total of Twenty (22) members of staff from the Agriculture and Livestock Inspection and Certification Services including National Plant Protection Organization (MINAGRI) and relevant Institutions of the Ministry of Agriculture and Animal Resources the National Agricultural Export Development Board (NAEB) were trained on Phytosanitary inspections and certification. Out of the 22 members trained 9 of them are in-charge of Livestock Inspection and Certification Services within the Rwanda NPPO (MINAGRI). The COPE trainers were: Ms. Asenath Koech and Mr. Chiluba Mwape. In-country training of Tanzania NPPO; Dar-es-Salaam Tanzania ”Training of NPPO on phytosanitary inspections and compliance”

18th to 22nd Feb 2013

The Tanzanian NPPO training took place at the Plant Health Services offices, off Mandela Road Dar es salaam from 18^th to 22^nd February 2013.The specific objectives of the course were to train on: Introduction to international treaties and standards, Phytosanitary import/export regulatory systems & inspections, practical phytosanitary procedures, an introduction to Pest Risk Analysis (PRA) as well as pest surveillance. This training targeted 15 staff from the Tanzania NPPO and was facilitated by COPE trainers: Ms. Dorah Amuli (Plant Health Services-Tanzania) and Mr George Momanyi (KEPHIS- Kenya) as per the attached participants list (Annex 1). Nine (9) trainees were from Dar es Salaam sea port and airport offices, whereas 6 participants were drawn from the border points.

In-country training of Uganda NPPO: Namalere, Uganda

”Training of NPPO on phytosanitary inspections and compliance”

25th Feb to 1st Mar 2013

Eighteen (18) staff members from the Uganda NPPO were trained from 25^th February to 1^st March 2013 at Post Entry Quarantine Station Namalere, MAAIF, Uganda. The specific objectives of the course were to train on: Introduction to international treaties and standards, Phytosanitary import/export regulatory systems & inspections, iosafety issues in trade, SoPs for import inspection, practical phytosanitary procedures, an introduction to Pest Risk Analysis (PRA) as well as pest surveillance. This training was facilitated by COPE trainers: Ms. Ephrance Tumuboine (Head of Department of Quarantine Uganda NPPO) and Mr. Abed Kagundu (Head, Phytosanitary and Biosafety at KEPHIS-Kenya).

The issues included in the training were: inspection procedures of the export certification system; Auditing processes; pest and disease detection; handling of documents and phytosanitary certificates; quarantine pest detection; first line diagnostics; other issues of concern added by trainees like PRA, use of biological in pest control were considered.

PRA training for four SADC countries

The Centre of Phytosanitary Excellence (COPE) in conjunction with FANRPAN together with Harmonized Seed Security Project (HaSSP) organized a five day training workshop on Pest Risk Analysis. The participants were drawn from four SADC countries; Malawi, Zimbabwe, Swaziland and Zambia.
